Google updated its User CTR Patent.

Hello. Thanks for listening to SEO tips today.

Yes, they say that they don’t use click-through rates, but they just filed an update to their CTR patent. You should read Bill Slawski’s analysis to make up your mind. I’m in the camp of using user signals (and we know that Bing does), so I think it’s worth adding to your SEO processes.
